Room reactions
Send an ephemeral emoji on the room socket. It is not a message and it is not stored.
Room reactions
room.reactions.send(name) broadcasts a room_reaction frame. Peers receive it once. The Room Durable Object does not write it to D1.
This is not a message reaction. Message reactions attach to a messageId.
